The Pug Said She Was a Bat, and Nobody Argued

Avoid anything that sits tightly around the throat, keep outings short and cool, and watch for noisy breathing or tiring quickly. They are affectionate, funny companions that love being close to their people, and many are food-driven, so portion control matters. If you are not sure whether a costume is safe, ask your vet.
Bat wings are a good choice for a small dog, because they are light and sit on the back. Pugs are great at looking serious in silly clothes, and this one is no exception. She is wearing the wings with all the dignity of a creature of the night, though the snorty breathing might give her away. A bat with a curly tail is a first for the neighborhood.
